2 to 2 1/2 pounds (about 6 medium) potatoes, unpeeled and thinlysliced
3 tablespoons butter or margarine
3 tablespoons all-purpose flour
1/2 teaspoon salt
1/4 teaspoon ground black pepper
1 can (12-ounce) can NESTL ® CARNATION® EvaporatedLowfat 2% Milk
1 cup water
2 cups (8 ounce package) shredded 2% cheddar cheese – divideduse
2 green onions, sliced
